Allorché questo viene fabbricato anche da uno Stato straniero concorrente, le finanze del Ducato subiscono un tracollo irreparabile: il Grand Fenwick è ridotto alla miseria. La Duchessa Gloriana XII riunisce il governo e l'opposizione per esaminare la situazione e stabilire quali siano i provvedimenti da adottare per tentare di superare la crisi. Viene adottato, con decisione unanime, il seguente piano: dichiarare guerra agli Stati Uniti, perderla, poi rivolgersi al Paese vincitore per ottenere delle sovvenzioni finanziarie. Capo dell'esercito, forte di venti uomini, viene nominato Tullio Bescom; la missione affidatagli è semplicissima: recarsi, a capo dell'esercito, negli Stati Uniti, perdere la guerra e ritornare. I soldati, armati di corazze, archi e frecce, s'imbarcano col loro generale su di un battello, nel porto di Marsiglia. Giunti a New York, trovano la città deserta, essendo in corso un'esercitazione antiatomica. I guerrieri di Grand Fenwick girano per le ampie strade in cerca di qualcuno che possa vincerli, e s'imbattono nel professor Kokinz, che incurante dell'allarme sta dando gli ultimi tocchi alla bomba Q, enormemente più potente della bomba H. Al vedere la bombetta quasi tascabile, Tullio ha un'idea geniale: prende prigionieri il professore e sua figlia, con la bomba, ed anche il generale Ship, che con quattro agenti stava cercando i guerrieri di Grand Fenwick, scambiati per marziani. Tutta la comitiva viene fatta salire sul battello, che la porta in Europa. Quando si viene a sapere che il Ducato di Grand Fenwick è in possesso della bomba Q, i maggiori Stati del mondo mandano i loro agenti a trattare l'acquisto, mentre gli Stati Uniti sono costretti a firmare la resa. Le finanze del Ducato rifioriscono; Tullio sposerà la figlia del professor Kokinz: la bomba Q rimarrà a Grand Fenwick per incutere timore alle grandi nazioni, anche se si scopre che, per un errore di calcolo, non riesce a scoppiare».

Crafty prime minister Count Mountjoy (Peter Sellers) comes up with a plan: Grand Fenwick will declare war on the United States. Grand Duchess Gloriana (Peter Sellers again) is hesitant: how can meek little Grand Fenwick win such a conflict? Mountjoy explains that the plan is to lose the war, then rely upon American foreign aid to replenish Grand Fenwick's treasury. Bumbling military officer Tully Bascombe (Peter Sellers yet again) leads his country's ragtag army into battle. They cross the Atlantic in an ancient wooden vessel, then set foot on Manhattan Island, fully prepared to down weapons and surrender. But New York City is deserted, due to an air raid drill. While wandering around, Sellers comes upon atomic scientist David Kossoff and the scientist's pretty daughter Jean Seberg. Kossoff has been working on the deadly "Q Bomb," a football-sized weapon with the destructive capacity of a hundred hydrogen bombs. Suddenly seized with patriotic fervor, Tully captures Kossoff, his daughter and the bomb and brings them all back to Grand Fenwick. Tully has "won" the war-precisely what he'd been told not to do. The upshot of this "victory" is that every world power converges upon Grand Fenwick to claim the Q Bomb for themselves. The satire is heavy-handed at times, but The Mouse That Roared contains several unforgettably hilarious moments, including one startling "false ending." One of the best gags involves the Columbia Pictures logo--a bit frequently cut from TV showings, worse luck. Based on one of the many Grand Fenwick novels by Leonard Wibberly, The Mouse That Roared was a success, yielding a Peter Sellers-less sequel, 1963's Mouse on the Moon» (Hal Erikson).
